After more than 20-years of planning, the city and its partners will begin construction of the new and much anticipated Palm Bay Parkway. A groundbreaking ceremony will take place on Monday, October 15, 2012 beginning at 6 p.m. at the starting point of the planned roadway located at the west end of Malabar Rd. just before Heritage High School on the north side of the road.
The first phase of the project begins at the west end of Malabar Road and will head north to Emerson Drive, nearly 2.5 miles of what will ultimately be a 22 mile parkway around Brevard County's largest municipality.
The $12.1 million dollar investment for phase one includes the design, construction, and construction administration. The city will be using federal funds along with a grant from the Department of Economic Opportunity, and transportation impact fees to fund the parkway. Phase one is due for completion in the spring of 2014. "This new roadway will help alleviate traffic congestion in the city's northwest area," said Public Works Director, Elia Twigg. "The parkway will not only improve traffic flow, but it will also be a future evacuation route." In the next few years, phase one will be extended to connect with U.S. Highway 192 which will connect Palm Bay with Melbourne and West Melbourne. "Phase one of this parkway is only the beginning," said Palm Bay Mayor John Mazziotti. "We are paving the way for future growth and opportunity in the region and it starts right here in Palm Bay."
The city selected Community Asphalt and Keith & Schnars as the design/build team for the design and construction of the first segment. Target engineering serves as the CEI firm for the construction management and inspection services. The parkway design is based on the original design from B.S.E. Consultants. Keith and Schnars will complete the design of the parkway up to the north city limit and will include the final design of the Emerson Drive and Pace Drive extensions. Community Asphalt will construct the Parkway from Malabar Road to Emerson Drive and will construct the Emerson Drive and Pace Drive extensions.
Future expansion plans will have the parkway wrapping around the southern portion of Brevard County starting at a new I-95 interchange proposed at Ellis Road near Melbourne and West Melbourne and ending at another new interchange near Palm Bay's southern city limit. Funding for the south interchange is in the Florida Department of Transportation's five year work plan. The city is currently working with the landowners for the design and construction of the south parkway access roads.
